China’s national computing-hub implementation plan

NDRC High-Tech [2021] No. 709 · policy commentary

Scope of this record

The NDRC, Cyberspace Administration of China, Ministry of Industry and Information Technology and National Energy Administration issued the implementation plan on 24 May 2021; the notice was published on 26 May. It seeks greener data center development and a national network of computing hubs.

From planning to projects

This notebook uses the plan as an entry into the spatial allocation of compute. The next step is to follow local implementation, project approvals and power arrangements to see how national objectives shape siting and resource allocation.

Policy documents, project permissions and commercial contracts perform different functions. A national plan alone does not show that a project has secured land, energy approvals or electricity supply.

The next evidence

Select one hub region and document its local implementation, decision-makers and power-supply responsibilities. Compare these with US records concerning a similar large load.
